When I fired an arrow at the bottom of a upside-down cobblestone stair, the arrow continued as if there was nothing there. I investigated further, and found that sometimes it goes through, and other times it doesn't. It might be a certain level arrow speed, as it never happened when the arrow was at max velocity.
