Lightning occurs in cold biomes

      Lightning bolts are supposed to strike only blocks in which rain, not snow, is falling (Thunderstorm#Lightning_mechanics). However in 0.16.2, they can also strike blocks in snow.

      This means anything made of flammable blocks can be burnt down by lightning bolts because snow cannot extinguish fire.

      Steps to reproduce:

      1. Find a cold biome.
      2. Wait for snow thunderstorm, or alternatively use "/weather thunder"
      3. Observe that lightning occurs.

      What I expected:
      Either

      • Snow thunderstorm does not come with lightning, or
      • Snow can also extinguish fire caused by lightning.
