Turtles do not rotate their front fins along the x axis while swimming, breaking parity with Java Edition

      In Java snapshots leading up to the release of 1.21.2, Turtle swimming animations were randomly changed so that their front fins will also rotate along the x axis. Whether this is a bug on Java or not, this causes the animations to no longer match between versions like they did before Java 1.21.2.

       

      Step to Reproduce:
      1. Spawn a Turtle in the water on Java Edition
      2. Spawn a Turtle in the water on Bedrock Edition
      3. Look at the Turtle's front fins while it is swimming in both versions, they will rotate along the x axis on Java, but not on Bedrock

      Expected Result:
      The swimming animations for Turtles match in both versions

      Observed Result:
      The swimming animations for Turtles was changed on Java, making them not match anymore
