Game cannot be paused when the "Operator Commands" permission is disabled

      Summary:
      When the "Operator Commands" permission is disabled, the game can no longer be paused.

      I think this should be fixed because non-cheat worlds used to be created with the player's permission level set to "Member" by default, which disables the "Operator Commands" permission. So, players who created their worlds during this time will try to pause their game, only to find that they can't and have no idea why.

      Steps to Reproduce:

      1. Create a new world
      2. Disable game pausing in Settings > General. If this step is not done first, the game will be stuck paused after disabling the "Operator Commands" permission
      3. In the pause menu, click on the crown next to your username
      4. Disable the "Operator Commands" permission or set your permission level to "Member"
      5. Enable game pausing in Settings > General
      6. Return to the pause menu

      Observed Results:
      The game cannot be paused when the "Operator Commands" permission is disabled.

      Expected Results:
      The game can be paused even when the "Operator Commands" permission is disabled.
