The Bug:

Pale oak leaves stop any sapling but pale oak saplings from growing up.

Steps to Reproduce:

1. Create a flat world
2. Place an oak sapling
3. Place pale oak leaves on top of the oak sapling.
4. Notice the oak sapling will not grow even with bone meal.

Expected Results:

Pale oak leaves allow any sapling to grow up.

Observed Result:
