Piglins can pick up and wear most heads. However, they cannot pick up and wear piglin heads. This is also a parity issue with Java Edition.

Steps to Reproduce:

1. Drop some piglin heads and player heads
2. Switch game difficulty to difficult
3. Spawn some piglins at the position where the items were dropped

Observed Results:
They only pick up and wear player heads, and never pick up and wear piglin heads.

Expected Results:
They should also pick up and wear piglin heads.
