The drowning, fire, freezing, and bush damage sounds uses consistent pitch [ 1.0 ], this is not the case for default damage sounds as the pitch use a random value in the range [ 0.8, 1.2 ]

      Steps to reproduce:

      1. Download attached world an import it, the world contain a custom resourcepacks which replace every player damage sounds files with cat damage sounds
      2. Enable "Default Damage" commands block, the sounds get pitched randomly
      3. Now enable "Drowning Damage", "Fire Damage", "Freezing Damage" commands block, or walk over Sweet Berries, the sounds uses consistent pitch

      Expected results:
All damage sounds get pitched randomly

      Observed results:
Only default damage sounds get pitched randomly

Note: I've also attached the resourcepacks used for reproducing this issue
