Actionbar text displays after a world has been reloaded and in different worlds.

Steps to Reproduce:

1. Run the below command in any world.

   /title @a actionbar Hello World

1. Exit and reenter the world. 

Observed Results:

• The text lingers between worlds.
• Effects /title actionbar and /titleraw actionbar
• title and subtitle are unaffected. 
• Restarting Minecraft fixes the issue. 

Expected Results:

• After the actionbar text disappears it won't reappear when the world is exited.
