Water buckets don't work in Creative Mode

      When scooping up water in Creative Mode, the water doesn't go into the bucket.

      Steps to Reproduce:

      1. Get a bucket
      2. Find an Ocean
      3. Scoop up water from the Ocean
      4. Observe that it doesn't scoop anything

      Expected Result:

      The bucket will get water into it.
