Steps to reproduce:

1. Create/open a world
2. Disable all of your permissions
3. Enable the Operator Commands permission
4. Try to break and place blocks

Observed result:
You are able to break and place blocks, despite not having the permission to do so.

Expected result:
You are unable to break and place blocks.

This seems to have been reported in MCPE-99483 before, but that report was resolved as Incomplete.
