is everyone see this bugs too the facts it happen in 1.21.1 and 1.21.2 too and im not sure other version affects too the graphics visual glitch blurry and colors when i moving i dont know what to say but you can see on screenshot that i report and video and when i enable rtx it start glitch blurry when i moving and objects like villager in screen shot. you will not see in high fps but still small glitch and also become more blurry when low fps  here more infomation

Steps to Reproduce:

   1. enable rtx at video setting menu.

   2. enter you world and spawn mobs or villager.

   3.fly to clouds to see glitch and weird clouds noise texture and missing textures. 

Observed Results: 
blurry  colors and when player punch air and look at sky with cloud texture look   like motion blur. but long look like sneak is moving but in visual glitch with  motion blur mixed with color and delay color glitch look like motion blur but isnt also cloud become broken every time when i become closer or far and werid noise texture and sometime random missing cloud texture.

Expected Results:
visual glitch graphics should not blurry glitch and should not happen when player is rotating and moving using w s a d keys and mouse for rotating player view of point and cloud texure should be same and should not change any textures and should stay same textures. and should not show any weird noise cloud texture.

note: this ghosting is happen in both enable upscaling and disable upscaling.
