Instant damage/healing cannot be cleared if from splash or lingering

      You cannot clear instant effect (damage and healing) coming from splash potion or lingering potion with /effect command

      Steps to reproduce
      1. Repeating command block with "/effect @p clear" command inside
      2. Give yourself splash/lingering potion of harming/healing
      3. Throw it to yourself

      Observed Result
      Effect still applies

      Expected Result
      Effects cleared by the command
