      The enable experiments modal is inaccurate with hardcore mode turned on.

      How to reproduce (create new world):

      1. Turn on hardcore mode
      2. Go to the experiments tab
      3. Enable an experiment and observe the modal saying that it'll also turn on cheats
      4. Turn on the experiment and go back to the cheats tab
      5. Observe how cheats are still disabled

      How to reproduce (edit world):

      1. Go to any world that was created with hardcore mode turned on and without any experiments enabled
      2. Go to the experiments tab
      3. Enable an experiment and observe the modal saying that it'll also turn on cheats
      4. Turn on the experiment and go back to the cheats tab
      5. Observe how cheats are still disabled

      Observed results:

      The modal says it will turn on cheats even with hardcore mode on.

      Expected results:

      The modal should not mention enabling cheats with hardcore mode turned on.
