The sniffer mob will not sniff/dig up seeds. Tests have been done over multiple hours (close to 4) with multiple sniffers on multiple worlds on multiple different places. At all times the sniffer was in conditions in which in should be able to sniff/dig. It has been tried from egg and from spawn egg on a creative test world, in all of which it does not work. Standard world settings are applied in all cases too.
