      Summary:
      Item frames do not retain rotation after items are removed. As a result, users need to re-"configure" item frames to achieve the desired rotation if they accidentally remove items or need to replace multiple items (e.g., when rearranging "warehouse"). Additionally, this is a parity issue.

      Steps to reproduce:

      1. Place the item frame.
      2. Put an item into the item frame.
      3. Rotate the item a couple of times.
      4. Remove item.
      5. Place the item back into the item frame.

      Observed results:
      The item frame does not retain the item's rotation after the item is removed.

      Expected results:
      The item frame retains the item's rotation after it is removed.
