firework rockets don't always launch you when you are gliding

      Steps to Reproduce:

      1. Start flying with elytra.
      2. Use a firework rocket to launch yourself.
      3. You may have to try it a few times because it is not consistent

      Observed Results:

      Sometimes the firework launches you and sometimes not, even if you are gliding.

      Expected Results:

      It should always launch you as long as you are gliding.
