movement base turn rate when very low, doesn't navigate correctly

      When using the movement basic "maxTurn" with a low value like 1 or 2 degrees per tick, in combination with random_stroll or anything that picks a movement target, the navigation system is capable of getting stuck in an orbital navigation around the target rather than ever reaching it.

       

      I expect the behavior to slow down the movement if necessary for the turn speed to adjust the trajectory such that the navigation will arrive at the target.

       

      This is not experienced, to my knowledge in any vanilla assets, but it does affect the usability of the behavior in an addon.
