I was launching a 2016 Festive Mash-up world recently on Minecraft for Windows (Bedrock Edition) and all I get is a regular survival world. I did notice upon downloading Festive mash-up pack, the download size was significantly small (being 35 MB) and wondered if the mash-up pack was only downloading skins, and not the textures and the world.
