First, you need to prepare a carrot on a stick, a saddle, a pig, a potion of slowness (or use the /effect command). Then, apply the slowness effect to your pig and equip it with a saddle. Finally, ride on it and control it using the carrot on a stick. You will notice that its movement speed is the same as when not using the slowness effect.
