When you have an empty bucket it shows up as fuel for the furnace.
To reproduce
Get an empty bucket
Get a furnace
Open the furnace UI
Tap the fuel slot
The bucket shows as a possible fuel.

I would expect only Lava buckets to show up as fuel.
