There are several items that cannot be unlocked even though the achievement requirements have been obtained.

The item remains locked even if the achievement is 100% completed

I'm sure this item was not removed because it is still available in the character creator menu.

Here are the items:
• Victor's Wide hat
• Victor's Overcoat
• Victor's Tunic
• Victor's Pants
• Victor's Boots

This problem was also experienced by my friends.
