same issue in MC-266494

The jump boost effect doesn't really apply to the breeze.

Steps to reproduce

1. Summon a breeze on the floor.
2. Open the chat and execute this command blocks:

   /effect @e[type=breeze] jump_boost 100 255

    or use the normal jump potion effect from creative mode.

1. Switch gamemode to survival and let the breeze attack you.

Observed Result

The breeze does not apply jump boost.

Expected behavior

The breeze should allow apply jump boost.
