In the Character Creator/Dressing Room, all of the Mob Vote 2023 items besides the cape are a rarity lower than what was shown on the Mob Vote server. The item earned from voting such as the Penguin Hat was shown to have a rarity of Rare on the server, but the Character Creator shows they are only Uncommon. Furthermore, the Mob Vote Top Hat was shown to be an Epic rarity but it is only Rare in the Character Creator. To simplify it, I have made a table below of the rarity comparisons.
