Noto Sans fonts in Japanese have been made larger since 1.20.30

      Summary:
      Noto Sans fonts in Japanese have been become always large since 1.20.30, regardless of the font size setting. So, it's hard to see because symbols and characters to overlap(MCPE-173918) and going out of the background.

      Steps to Reproduce:

      1. If possible, open the game older than 1.20.30
      2. Set language to Japanese
      3. Change the font to Noto Sans
      4. Type a text in the chat
      5. Take a screenshot
      6. Start up it 1.20.30 or newest
      7. Set language to Japanese if it is other than one
      8. Change the font to Noto Sans
      9. Type a text in the chat
      10. Compare it with the older screenshot

      Expected Results:
      These font sizes are exactly the same

      Observed Results:
      The font size since 1.20.30 is too big compared to before

      Note:
      This isn't affected on Mobile due to MCPE-177579

      In pinned comments, there is a pack to fix the bug (only works on Windows).
