      Summary:
      Powder snow does not prevent fall damage.

      Steps to reproduce:

      1. Place a block of powder snow.
      2. Stand in the center of the powder snow.
      3. Switch to Survival Mode.
      4. /tp @s ~ ~10 ~

      Observed results:
      The player takes damage when falling on powder snow.

      Expected results:
      The player does not take damage when falling on powder snow.

      Notes:
      This issue doesn't occur in 1.20.15.
