Arrows snowballs and other projectile entities aren’t slowed down by cobwebs when they should

How to carry out:

1. Place down cobwebs in the air
2. Throw a projectile at the cobwebs

Expected result: the cobweb slows down the projectile

Given result: The projectile phases through the cobweb.

Fireworks are not affected by this bug
