Water from a waterlogged block cannot be removed with an empty bucket without aiming at the block in the water

      Summary:
      Water from a waterlogged block cannot be removed with an empty bucket without aiming at the block in the water. For example: to remove water from a waterlogged dripstone, you need to aim the dripstone, not the area around it. This issue did not exist in 1.20.15 and earlier.
      This is especially a problem for buttons and levers, since to remove water from buttons and levers you now need to stand on the shift, and not just aim next to it.

      Steps to reproduce:

      1. Place the button.
      2. Place water in the block with the button.
      3. Take an empty bucket.
      4. Without aiming at the button, try to remove the water.

      Observed results:
      You cannot remove water from a waterlogged block without aiming the block in the water.

      Expected results:
      You can remove water from a waterlogged block without aiming a block in water (as in 1.20.15).
