When the conditions for villager breeding are present, villagers will run up to each other and perform the same behavior as they would when they breed but no heart particles or baby villagers appear.

STEPS TO REPRODUCE: (Pun overload)
1. Open up a new flat world and make a 12x12 square of any block. (See first screenshot)
2. Now make a 10x10 square of oak doors on those blocks. (See second screenshot)
3. Now make a little room in the middle of all of that. (See third screenshot) And spawn two or three villagers in the little room.
4. Observe the odd behavior stated above as they unsuccessfully try to breed.
