I am in a vanilla server in Minecraft Bedrock and whenever I put a lectern a villager located underground claims it and it's like 20 or so blocks away, obscured by 3 or so layers of blocks. Then the nearest librarian villager without a lectern (5 blocks away) cannot claim it.
