Re-enabling Vertical Sync doesn't cap the FPS until the game is restarted

      Steps to Reproduce:

      1. Open Minecraft Preview
      2. Navigate to Settings > Video
      3. Disable the Vertical Sync option
      4. Notice that the frame rate is uncapped
      5. Re-enable the Vertical Sync option
      6. Notice that the frame rate is still uncapped
      7. Restart the game

      Observed Results:
      The frame rate remains uncapped until the game is restarted.

      Expected Results:
      The frame rate should cap itself at your screen's refresh rate without having to restart the game.
