Ravagers are unable to jump/climb hills or stairs that are made of path blocks.

Steps to reproduce:

1. Trigger a raid in an area with path blocks (survival) OR build a box with a path block staircase to exit (creative)
2. Watch the ravager

Expected result:

The ravager should be able to jump up.

Observed result:

The ravager gets stuck and can't proceed.
