The Wiki indicates that mining fatigue does not affect the breaking of blocks that can normally be broken instantly.  However, I tested this on both leaves and moss blocks and it took significantly longer to break them while being affected by mining fatigue.  If this is not a bug, but an intended change; the Wiki needs to be changed.
