Candles appear to have the same spawn-related properties that campfires used to have: MCPE-152770.

Steps to reproduce

1. Create a flat world.
2. /fill ~~~ ~31 ~ ~31 candle.
3. Fly up about 35 bocks and center yourself over the candles.

Expected results

No spawns inside the candle-filled area.

Observed results

Animals spawn on the candles.

Some mobs can spawn on incomplete blocks like candles and doesn't match the block properties of java edition
