Flowing water on grass blocks turns the grass into dirt. Only water sources are supposed to do this (see MC-192664).

Steps to Reproduce:

1. Place water on a grass field
2. Optionally, increase the random tick speed

Observed Results:
The grass under the flowing water turns into dirt.

Expected Results:
Grass under flowing water should not turn into dirt.
