Water Breathing visibility isn't consistent or balanced

      When using water breathing the visibility isn't consistent. It appears that I am able to see a perspective from two different filters instead of just one. I'm also not seeing a transition effect between the two filters. Sometimes the water will be extremely murky making it hard to see from a distance and sometimes it will be too clear with no tinting at all. For example: Near land the water visibility is extremely murky and when swimming away from land the water is too clear. No transition effect occurs. I expected to see one filter with a balance in between the two filters. Good visibility but with more tinting. See photos attached.
