Unable to use fireworks to fly after diving into water while flying with an elytra

      When using an elytra to fly and diving into a body of water, players are unable to use firework rockets to fly back out of the water. This issue creates a parity difference between Bedrock and Java editions. In Java Edition, when flying into water with an elytra, players remain in their flying state and can use firework rockets to ascend back out of the water.

      Steps to Reproduce:

      1. Equip an elytra and firework rockets.
      2. Locate a body of water.
      3. Start flying.
      4. Dive into the water while still in fly mode.
      5. Attempt to use firework rockets to fly back out of the water.

      Observed Results: Currently, in Minecraft Bedrock Edition, players lose their flying state after diving into water with an elytra, and they are unable to use firework rockets to fly back out of the water.

      Expected Results: After diving into a body of water while flying with an elytra, players should be able to use firework rockets to ascend and fly back out of the water, similar to the behavior in Java Edition.
