Steps to reproduce:

1. Put a dead bush
2. In the same space, put a powdered snow
3. Pass through it

Expected results:

Powdered snow should slow down mob speed and freeze it.

Obtained results:

Powdered snow does not meet the features mentioned.

And if I try to break the powdered snow, the dead bush inside it breaks first.

Then, the powdered snow recoves its features.
