I've used 2 separate automatic potato and carrot farm designs that others users have confirmed work as well as one of my own and they have all failed at the same point after having worked out the other bugs. I set up a farmer without any prior inventory of food and filled it with 1 crop, either carrots or potatoes depending on what I was attempting to use at the time. I always ensured I used a fresh villager too by using a spawn egg. I then places the second and or 3 villagers (depending on the design) in a trapped area so they could not move and the farmer would then throw the crops to the two others to breed or to the other single one and it was supposed to fall into the hopper or hopper minecart (tried both ways) and be collected into the chest. I confirmed that the villagers in the breeding pen (2 villagers standing on a fence post with 4 beds around them in a 3x3 area and trap doors used to keep them in place at their head level) were able to share food with each other but whenever the farmer attempted to do the same, he'd get stuck in this loop that I can only presume he was simultaneously dropping and picking up the food but it just looked like he was picking up food that was somehow inside the dirt block. He would go back to farming though if I pushed him away from the other two villagers
