Sniffers can still dig when floated by using levitation status effect, similar to MC-260221

Steps to reproduce

1. Take sniffer spawn egg or using /summon command
2. Make fence setup
3. Spawn sniffer to setup
4. Waiting for starts digging and then use the following command with command block

/effect @e[type=sniffer] levitation <any time> 3

Observed Result

The sniffer can be still digging in floating

Expected behaviour

If a levitate/floating to sniffer should do not continue digging
