Summary:
Some blocks cannot be placed on the top side of the anvil. Below I have made a list comparing block placement with Java (Buttons and levers - WAI MC-172581).

Steps to reproduce:
- Place the Anvil.
- Try placing the blocks from the table above marked ✅ in the Java column.
Observed results:
You cannot place them on the top side of the anvil.
Expected results:
You can place them since the blocks are small and fit on the top side of the anvil.
