Minecarts and their variants always despawn when they are in motion and the game crashes

      This is a long standing bug which I've forgotten to report until now.

      Steps to reproduce:

      • Create a loop of powered rails so that minecarts keep running indifinitely.
      • Put a minecart or its any variant on the rail.
      • Crash the game while keeping the chunk with the running cart loaded.
      • Load the world again after it crashes.

      What I expect to happen:
      Minecarts should not despawn. Their momentum should also be saved in the file.

      What actually happens:
      Minecarts almost always despawn. For a normal minecart, whether a mob or a player is riding on it or not is not relevant to the result.
      Note that this is not a rollback issue (MCPE-12347). Minecarts despawn even if there are newer changes to the chunk which are correctly auto-saved before crashing.

      This also happens in a realm.
