While playing on my world which is in Survival, v1.19.70, Bedrock Edition, on Windows 10, Ghasts are very quiet. All my audio settings in the game are up and other hostiles mobs make noises at the same, audible sound. Ghasts are quiet, so not completely silent, but barely noticeable and much quieter than they should be.
