/fill command (in some worlds) claims "cannot place blocks outside of world."

      In some worlds, trying to use /fill commands results with the message "cannot place blocks outside of world." Maybe the game thinks the chunks don't exist? This command is done within build limit, yet still has this error. It makes building in worlds more difficult and tiresome, especially since it randomly affects worlds. It happens in both superflat and regularly generated worlds.
