Summary:
Torchflowers placed by the player do not have a random location in the block. They have a randomly placed hitbox in the block, but not visually. This only applies to Torchflowers placed by the player, grown from seeds (actually seeds) are always placed in the center of the java.

Steps to reproduce:

1. Place some TorchFlowers.

Observed results:
The plant is always placed in the center of the block.

Expected results:
The plant is placed randomly in the block.
