Issue:
Missing scroll slider,highlighting a button is quiet slow and disable the text to speech for UI is delay when it start saying the UI text speech.

Expected Results:
There should be scroll slider down or up,highlighting button and disable the text to speech for UI is much faster.

Reproduce Issue:

1.Enable "Text To Speech For UI"

2.Try to scroll down and up.

3.Try disabling the "Text To Speech For UI".

4.As you can see it is so hard to scroll down because there is no scroll slider and also it hard to disable the thing because the narrator translate at the same time as u trying to disable it.

5.You unable to highlight button smoothly.
