Summary

Sculk sensors has not detecting item frames/Glow item frames interactions just like MC-209622

step to reproduce

1. Place item frames/glow item frames to a block
2. place any items to item frames/glow item frames -  The sculk sensor is not activated
3. place down sculk sensor
4. interact item frames/glow item frames to rotate -  The sculk sensor is not activated
5. remove any items to item frames/glow item frames -  The sculk sensor is not activated

observed results

Sculk sensors do not have detect item frame/glow item frame interactions (Step 2,4,5)

Expected behaviour 

Sculk sensor can should be detect item frame/glow item frames interactions
