The "Console commands" feature toggle in new create new world is not implemented.

How to reproduce:

1. Go to the old create new world screen by turning on screen reader
2. Observe the "Console commands" toggle not appearing under cheats
3. Go back to the new create new world screen
4. Go to cheats
5. Observe the toggle there and enabled by default
6. Turn off the "Console commands" toggle
7. Create the new world
8. Observe chat commands still turned on

Observed results:

The toggle is not implemented into the game, therefore making this toggle useless

Expected results:

The toggle either should be implemented, removed, or show a message that its under construction.
