The video was taken and uploaded on the affected console itself.
The video attached to this issue topic was taken on a fresh installation of Minecraft, the game was uninstalled, downloaded without any previous save data and executed.
The world used in the video was freshly created, and to reproduce the steps of the issue you just have to create a fresh new world and start to navigate, or visit a place of the map where there are multiple elements present, such as animations of fire.
In mob-populated areas placed blocks may take more than a second to appear, meanwhile they're invisible until loaded.
It's pretty clear that in the video we have some serious delay in chunks loading, while a lot of texture remain invisible until they are loaded, in creative worlds the situation gets even worse, with lot of framerate drops and delayed block appearance after they get placed.
Render distance is set to default, but the situation doesn't change if the values are smaller.
