When new touch controls enabled and action buttons enabled, while breaking or placing something, you can't move your view until you move your finger outside of the buttons. This feels unresponsive and you end up breaking more blocks then you wanted. This started happening after fixing the bug that caused action not happening until the finger was removed.

Bug: Screen not moving while holding down action buttons until finger gets outside of button.

Intended behaviour: Screen should move right after moving the finger.
