Raid Farm spawning to wrong player

      I created a Raid Farm in my game at a pillager outpost (location 391, 297) on a world created by my brother. It works great for me but any time another user tries to use the farm it will only spawn a raid if I am logged into the game and the bad omen effect will always be given to my player, even if I am several hundred blocks away. It will even give me the bad omen effect in the end and nether but not to the player standing at the outpost/raid farm.  If I am not logged in, no pillagers spawn and no raid will start. As soon as I log in I get the bad omen effect and a raid is started if I am near a village. 

      we usually play with 4 players but when this farm was built there were only two of us logged in. This bug exists if there are 1,2,3 or 4 players logged into the world. 

      in the attached image my brother is at the raid farm ( upper left), I am in the end (upper right) and the third player (lower left)is several hundred blocks away.  In this case I just received the bad omen effect.
